Slovenian President Nataša Pirc Musar has asserted that the authority overseeing her security personnel remains unambiguous. She stated that the protocols governing the security guards are unchanged, even when they are stationed within the presidential office. According to the President, the personnel remain police officers, and the police maintain oversight of their duties, all of which operate according to existing agreements.
However, the Ministry of Interior, represented by France Matoza, disputed this assessment regarding the level of controls. The Ministry warned that the legal authority governing the security detail is unclear following the temporary transfer of these guards from police jurisdiction to the presidential office. Officials at the Ministry of Interior indicated that current legislation does not provide the minister with a direct legal basis to mandate supervision within another state body.
They characterized the current situation as a legally ambiguous position and a systemic gap. The Ministry concluded that this discrepancy cannot be fully resolved without a necessary and appropriate amendment to the relevant legislation. The disagreement centers on the precise lines of operational control and legal authority governing the personnel assigned to the presidency.
