Kobarid Confirms Existing Navigation Regulations Following Legal Assessment
Kobarid, Slovenia – Following a preliminary legal assessment conducted by the Municipality of Kobarid, authorities have affirmed that a recent agreement regarding navigation within the area remains legally unenforceable without proper implementation. The assessment determined that the agreement lacks the necessary normative basis and publication in the Official Gazette of the Republic of Slovenia. Mayor Marko Matajurc stated in a press release that the Constitution of Slovenia mandates that laws and regulations must be published prior to taking effect.
The agreement, as currently structured, would require adherence to established legal procedures and publication to function as a valid regulation. Consequently, users of the entry and exit points, including boat guides, rafting organizers, and supervisory bodies operating across the municipalities of Kobarid, Tolmin, and Bovec, are being formally notified. The existing decrees pertaining to the determination of the navigation area remain the exclusively valid and published regulations.
This clarification addresses concerns regarding the agreement’s status and ensures continued adherence to established procedures within the navigation zone. The municipality emphasizes the importance of operating within legally recognized frameworks.
