The government proposes mandatory cash machines in settlements with more than 1,000 inhabitants

As Klemen Boštjančič said in today’s press statement, the legal text prepared by the Ministry alongside the Bank of Slovenia represents a direct response to the recent inscription of the right to use cash into the Constitution. “Our basic aim is to ensure that this constitutional right actually comes to life in practice,” he said. According to his words, the legal proposal establishes “a clear framework that will allow consumers to choose between cash and modern electronic ways without any group being left behind.” The initiative recognizes the importance of maintaining diverse payment options.

At the same time, the purpose of the proposed legal text is to guarantee physical accessibility to cash and basic banking services throughout the country. This aims to prevent the risk that certain parts of Slovenia would remain without these essential services. Boštjančič proposes measures to bolster the availability of cash and banking access, particularly in rural or underserved areas.

He emphasized the need to safeguard the fundamental right to utilize cash, ensuring its continued relevance within the Slovenian financial landscape. The legal text intends to provide a robust foundation for this right.
