In 47 cases, despite valid referrals, doctors of the Novo mesto General Hospital issued new referrals for the same type of health service without justification. This goes against the principle that one referral means one health condition and one specialist. As a result, the same insured persons were entered into the waiting list at two different providers based on two issued referrals valid at the same time for the same health condition, which is inadmissible and contrary to the Regulation on the Programs of Services of the Compulsory Health Insurance, the ZZZS said.
