Civic Group Seeks Referendum Following Parking Decree Withdrawal in Ljubljana

A civil society initiative in Ljubljana has gathered over 14,000 signatures to demand a referendum on a recently withdrawn municipal parking decree. The initiative opposes the proposed changes, which would have reintroduced paid parking and resident permits across the city’s neighborhoods. Last week, the Ljubljana municipality retracted the decree, a move the Civil Initiative for Ljubljana argues is legally questionable.

The group contends that a formal withdrawal is only permissible if the decree is found to be unconstitutional, illegal, or inconsistent with existing regulations. According to spokesperson Borut Hočevar, the municipality’s communication regarding the decree’s withdrawal has been lacking transparency. Concerns have been raised about the information presented in advertisements published in the Ljubljana newspaper.

Despite the withdrawal, the initiative remains committed to holding a referendum. The timing of the official campaign leading up to the vote on the parking policy remains undecided. The core issue centers on the re-regulation of parking within the city, and the group intends to utilize the referendum process to address public concerns regarding the proposed changes.
