Inspection: Traffic on the area of the motorway construction sites mostly properly regulated

According to findings compiled by the Ministry of the Interior, police, DARS, and the Public Security Agency (AVP), combined with subsequent inspection checks, current temporary setups on Slovenian motorways and expressways present notable challenges regarding both traffic safety and overall traffic flow. These concerns are particularly pronounced on the most heavily trafficked sections of the Primorska motorway, an issue underscored by a recent truck accident on the same route. Despite these localized challenges, analyses of the temporary traffic arrangements indicate general adherence to applicable regulations and professional guidelines.

Specifically, the traffic management system designated as C2+2 has been evaluated. Experts noted that this system facilitates significantly greater traffic permeability compared to alternative solutions that would restrict travel to a single lane in each direction, even when the operational lanes are narrow. The C2+2 configuration itself represents a specific traffic flow model, designed to maximize throughput capacity under constrained conditions.

The assessment suggests that while the physical presence of temporary workplaces creates safety risks, the underlying operational system employed is structurally sound for maintaining necessary traffic volume. The findings thus point to a need for continuous management review, balancing the necessity of temporary infrastructure with the requirements for high-capacity, safe motorway operation.
