Hvar enforces the strictest measures, imposing fines of 500 euros for walking without a shirt and 600 euros for wearing swimwear outside designated beach areas. According to the Zadar City Administration, the primary purpose of the new signage is educational and preventative. Officials noted that the enforcement action was prompted by multiple reports of visitors traversing the city center while dressed in swimwear or without shirts.
