The situation centers around Angela Lipps, a 50-year-old woman, who was initially arrested in Tennessee on July 14th, as confirmed by the Fargo Police Department and a verified GoFundMe campaign supporting her. Lipps was unaware she had been arrested for several weeks prior – she resided in Tennessee, more than 1,600 kilometers away from Fargo.
Investigations into a series of bank fraud incidents occurred in Fargo and its surrounding area months earlier. Following these events, investigators utilized “the facial recognition technology of our partner agency” alongside “additional investigative steps” before compiling their report for the Cass County State’s Attorney. The police admitted to errors in the process.
It’s important to note that Lipps was not informed of her arrest during this time. The department has indicated they will implement changes to their procedures moving forward.
