Foreign workers must have compulsory knowledge of the Croatian language

The Croatian government has recently updated its foreign workers’ legislation, aiming to further regulate employment conditions for non-EU citizens and align national statutes with broader European Union regulations. Should these proposed changes be enacted, the new law introduces several significant adjustments affecting foreign workers and employers alike. One notable modification concerns the flexibility for employees to change employers.

Under the revised framework, this transition period could be reduced from the previous one-year requirement to a six-month window. Furthermore, the legislation revises provisions regarding unemployment support, potentially extending the duration of benefits to either three or six months, depending on the individual’s prior work experience. For seasonal employment, the system is updated to allow for permits valid for up to three years.

Beyond employment terms, the new regulations introduce a mandatory requirement for foreign citizens residing and working in Croatia. These individuals will be obligated to pass a basic proficiency examination in the Croatian language within one year of establishing residency or employment. These cumulative changes reflect a governmental effort to streamline labor mobility while simultaneously enforcing stricter integration standards for the foreign workforce.
