Parliamentary Procedure Under Scrutiny Following Secret Votes

Recent changes to parliamentary rules of procedure were initiated by Member of Parliament Janja Sluga in response to what she described as a “circus” surrounding the first secret vote of the current term. This followed revelations by the STA regarding irregularities observed on ballots cast during the secret vote for National Assembly President Zoran Stevanović. Analysis of the ballots revealed three distinct marking patterns.

A comparison of these patterns indicated support for Stevanović could have originated from multiple parliamentary groups, including the National Assembly of Slovenia (NSi), Social Liberal Party (SLS), Fokus, Democrats, and Truth. The concerns extend beyond the election of the President. Similar instances of unusual marking were noted during secret votes concerning the election of deputy presidents Danijel Krivec and Franc Križan, as well as during a secret vote for third deputy president Nada Štrukelj.

MPs reportedly utilized “creative circling” on the ballots during these proceedings. The situation has prompted a review of the Rules of Procedure, with the aim of ensuring transparency and accountability in future secret votes. The investigation into the markings on the ballots is ongoing.
