Administrative Court Reaffirms Environmental Assessment Requirements for C0 Channel Project

The Administrative Court has ruled in favor of the Environmental Agency of the Republic of Slovenia (Arso), validating the agency’s 2020 decision regarding the C0 connector project in Ljubljana. The decision, originally issued in 2020, stipulated that the installation of the C0 connector with reinforced concrete kinetic on the Vižmarij and Ježica areas necessitates an environmental impact assessment and subsequent environmental consent. According to legal counsel involved in multiple court cases concerning the project, the Administrative Court’s ruling effectively reinstated the Arso decision in its entirety.

The court determined that the Ministry of the Environment, Climate and Energy’s prior annulment was legally unfounded. Recent tensions surrounding the C0 channel have also come to light. Local residents and security personnel were involved in an incident at the site, prompting an investigation by the Ljubljana municipality.

The municipality is currently awaiting a report from the police regarding the circumstances of the event. The ruling represents a significant step in ensuring environmental safeguards are upheld for the ongoing C0 channel project in Ljubljana.
