European leaders are seeking a consensus on a proposal designed to bolster engagement among countries currently awaiting accession to the European Union. The initiative, spearheaded by France and Germany, was unveiled yesterday during a meeting of leaders in Montenegro, according to Politico’s reporting. The proposal outlines potential benefits for candidate countries before they formally complete the lengthy accession process.

These could include observer status within EU institutions and limited access to the European single market. The primary goal of this measure is to address concerns among Western Balkan countries – specifically Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia – who are currently navigating protracted negotiations. European Council President Antonio Costa initially supported the discussion, advocating for “some kind of new omnibus on enlargement to speed up this process.” The initiative reflects a desire to maintain momentum and motivation within these countries throughout the extended period of candidacy.

The discussion among leaders represents an effort to refine the enlargement process and ensure continued commitment from prospective member states.
