The service concluded that the former Secretary General of the Ministry, Barbara Žvokelj, did not possess the requisite authority to make this nomination without explicit government approval.
This finding is echoed within the Ministry’s own complaint, which stresses that the government remains the sole body legally empowered to represent the state and execute functions related to founding and staffing. According to the report, the government has not issued any decision regarding the specific candidacy in question. Furthermore, procedural oversight appears to be a significant issue.
The nomination was neither considered by the government’s commission for personnel and administrative affairs, nor was the matter communicated to the competent state committee. These procedural gaps suggest a lack of established protocol regarding high-level appointments within the Ministry of Foreign and European Affairs. The reliance on external legal consultation highlights the institutional reliance on defined governmental channels for validating significant personnel actions within the department.
