However, the Soviet authorities, under the direction of Leonid Brezhnev, ultimately decided to adhere to their existing sports framework. The existing structure of the Formula 1 championship, which relied heavily on sponsorship, television rights, and private capital, presented a model incompatible with the nation’s planned economy.
Furthermore, the lack of adequate infrastructure and the inability to reach a comprehensive agreement prevented the collaboration. Another proposed location was championed by Slavica Ecclestone, the wife of Bernie Ecclestone. She favored the Grobnik racetrack near Rijeka, a site with personal significance to her from her youth in Yugoslavia; nevertheless, this proposal did not materialize.
