The so-called law on specialized prosecution of corruption and organized crime has not yet been formally filed, but it is already well-designed. We have obtained a part of the document that reveals the way SKOK operates. The proposal envisages that the existing law enforcement agencies – the Specialized State Prosecutor’s Office, the National Investigation Office and the Commission for the Prevention of Corruption – would be merged into one unit.
SKOK would have three types of jurisdiction – prosecutorial, police and preventive-investigative. As the law’s goal is stated, the aim is to establish an effective, coherent and legal system for preventing, detecting and prosecuting corruption, and to reform the judiciary to ensure effective and fair judicial protection. This, as it is written, would be provided by specialized criminal divisions at the district and higher courts in Ljubljana.
